Our property developments include new communities at West Culburra and Callala Bay, and a smaller development at East Crescent in Culburra Beach.

We strive to create the ideal balance of social, economic and environmental outcomes to promote the long-term success of the communities we create and the region in which our legacy spans over 100 years.

While the revenue from our property development services will be important to the causes, charities and organisations The Halloran Trust contributes to, we are not beholden to any shareholders and we are not driven by profits.

To understand Sealark’s story, it is necessary to understand the story of the Hallorans.

The Halloran name is synonymous with the Shoalhaven region. Henry Halloran was born in 1869 and over the course of his life, he purchased considerable land holdings in the Shoalhaven region and beyond. Though it was ultimately never realised, Henry envisioned the “Pacific City” near Jervis Bay, and he worked hard to progress various land developments in the region which many local residents now call home.

Warren Halloran was Henry’s son and he had a different vision for the vast expanses of land his father had bought. Warren established The Halloran Trust and Sealark in 2012 because he believed the best way to protect the local environment in perpetuity, and contribute most effectively to its future prosperity, is through the sustainable development of the Trust’s most suitable land holdings in the area. 

Sealark is committed to delivering on this vision.

Shoalhaven land holdings

Sealark’s land holdings cover approximately 2,760 hectares. Of this, more than 90% is or will be protected in perpetuity and preserved for biodiversity conservation purposes.

Sealark proposes to transfer a proportion of its land to the NSW Government to be recognised as national park area, in agreement with the National Parks and Wildlife Service. Other parts of the land may be preserved as private conservation areas or bushland public reserves vested in Shoalhaven City Council. Through these initiatives, over 90% of our total land holdings will be protected in perpetuity.

The balance of the land is proposed for sustainable property development to provide people homes and community amenities, as there is a recognised shortage of homes for people in the region. The Shoalhaven Growth Management Strategy identifies potential housing supply in the Shoalhaven region and Sealark’s land holdings, including at West Culburra and Callala Bay, are identified as being able to support new homes for people to help address this shortage.

Of the homes Sealark creates in the new West Culburra and Callala Bay communities, a minimum of 10% will be affordable homes for people. We will work with a tier-1 Community Housing Provider to gift the home sites to an organisation with the expertise to manage these affordable homes and residents over the long term.
