West Culburra Development
At West Culburra, Sealark is delivering new land for housing, a mixed-use commercial and retail precinct, business premises, parks and reserves to bring greater housing choice, affordable homes, new jobs and a vital economic injection to this beautiful town.
The sustainable property development will integrate approximately 400 residences with new shopping and dining choices to complement Culburra’s existing town centre, as well as 13 industrial land parcels, new sporting fields and reserves, and all associated infrastructure, including stormwater treatment, electrical and telecommunications, traffic management and bushfire management. The site is approximately 46 hectares in size and is located along Culburra Road.
The Concept Plan for this State Significant Development was approved in December 2021 and Sealark is currently preparing a Development Application for the first stage. With work soon to commence, the consultation process with our local community continues, as we look forward to delivering on our vision to provide housing choices, jobs, economic and environmental benefits to a community we’re proud to be a part of.

Much-needed new housing
The Shoalhaven Growth Management Strategy identifies our site in West Culburra as able to support new homes for people to help address the housing shortage in the region.
In creating these new homes, we will also protect the character and beauty of Culburra Beach. Guided by our Sustainability Strategy, we are committed to designing and developing an environmentally friendly community based on world’s best practice sustainable design principles.
In December 2023, Sealark formally adopted an independently-prepared Affordable Housing Strategy for the new development at West Culburra, guaranteeing the delivery of a minimum of 40 affordable dwellings in the community and committing Sealark to a range of initiatives to make a meaningful contribution to the affordable housing shortage in the region.
The strategy aligns with the statutory definition of “affordable housing” and will contribute to the Shoalhaven City Council Affordable Housing Strategy 2018. It involved collaboration with members of Shoalhaven City Council, including Council staff and elected representatives, while a local Community Housing Provider was also part of the consultation team.
A sustainable local economy
Sealark is a proud member of the Culburra Beach community and we know that our community depends on its seasonal tourism economy to an unsustainable extent.
Culburra Beach needs environmentally sensitive housing choices and supporting retail, commercial and community infrastructure to ensure its future prosperity. Our new south coast housing development at West Culburra will provide local jobs, support new and existing local businesses, encourage investment in the local area, provide residential choices for key workers, and integrate affordable homes.
The construction of the subdivision, homes and amenities represents an investment of over $150 million by Sealark and home owners in the local economy. During the construction phase, over 400 jobs will be created, with a focus on local trades and engagement of local suppliers. Once the mixed-use retail precinct and industrial developments are complete, over 500 permanent new jobs are expected to be created, providing another major boost for the local economy.
Independent economic modelling shows the development of the new homes will generate an additional $31.9 million (approx.) in household expenditure each year, supporting local businesses in Culburra Beach and promoting the long-term economic stability of the town.
Of course, the protection and preservation of the natural environment underpins the entire project. Our comprehensive environmental sustainability strategy will guide our approach to the West Culburra development to ensure it delivers not just socially and economically, but for the environment too.
Our environmental strategy
The West Culburra development balances the need to provide housing choices for people with the associated social and economic benefits, while protecting the character of the natural environment and embedding sustainable development principles throughout development and operation.
Sealark has developed a comprehensive Sustainability Strategy which guides our considered approach. It is based on world-leading sustainable development principles and encompasses sustainable design and construction methods, use of healthy building materials, water management, active transport, biodiversity and waste management, amongst other considerations.
The West Culburra development will provide a new benchmark in the Shoalhaven region for stormwater treatment around estuaries to ensure a high-quality stormwater outcome. All vegetation to be removed will be done in accordance with strict environmental protocols.
As outlined in the Environmental Impact Statement, some of the fauna in these parts inhabit hollow-bearing trees, of which there are nine on site. These hollow-bearing trees will be removed and have been offset in order to have a neutral environmental impact through biodiversity offsetting. The independent Ecological & Riparian Issues & Assessment Report concludes that no threatened species rely solely on these trees on the site due to the extensive conservation reserves, state forests and private forested lands in the locality and in the Jervis Bay region.
Due to Sealark’s expansive land holdings, of which more than 90% is committed to conservation in perpetuity, Sealark has the opportunity to deliver a nature positive outcome through the West Culburra development. For instance, the loss of trees on the site will be offset through the preserved vegetation in the nearby Lake Wollumboola Biodiversity Stewardship Site, in accordance with the NSW Government’s biodiversity offset policy.
Owned by Sealark, the Lake Wollumboola Biodiversity Stewardship Site is more than just environment to be preserved. It is a place carefully managed by Sealark to thrive and grow, where old farms are re-grown as new forests and former agricultural land is re-claimed by the natural bush.

Bright future
With new homes offering greater choice for people, including key workers, the project will provide a significant boost to the local economy.
Culburra Beach’s local businesses are doing it tough, having to navigate a predominantly seasonal economy and the uncertainty that entails. New residents mean more opportunities for these businesses, helping them to remain open and encouraging further local investment too. Sealark is in consultation with planning authorities in relation to short-term accommodation in the area, with the potential to limit the number of homes to be made available as short-term accommodation in favour of permanent local residents and families. We are different from other property development companies because we are owned by a registered charity, The Halloran Trust. The Halloran name goes back more than a century in Culburra Beach and every resident of the town currently lives on land delivered by interests associated with Henry Halloran. With the development of these new homes and amenities, Sealark will provide important funding and resources to the township of Culburra Beach as one of the key beneficiaries of The Halloran Trust.
